Samuel Leib is the deputy regional managing partner of the Milwaukee office and maintains a distinguished general litigation practice representing clients in matters involving medical malpractice, oral surgical and dental malpractice, long-term care facilities, and related business transactions and disputes nationwide. In addition, he has represented governmental entities and subdivisions on personal injury and civil rights claims on the state and federal levels. Sam has litigated more than 150 jury trials to verdict in cases ranging from brain damaged babies to decubitus ulcers. Before joining Wilson Elser, Sam was a founding shareholder and partner in a well-known Milwaukee firm. He has been admitted to practice pro hac vice in Arizona, Illinois, Iowa, Minnesota, Connecticut and New York.
Among other professional distinctions, Sam has been a member of the faculty of Marquette University Law School since 1998, instructing and inspiring new attorneys in the area of health care provider liability, a course of study he co-developed. Sam lectures frequently on health care and litigation issues.

With a special focus on medical professional liability litigation, Sam is regarded as one of the top medical malpractice defense lawyers by professional liability insurance carriers. He has defended health care providers as diverse as hospitals, clinics, nursing homes, assisted living facilities, physicians, nurses, physician assistants, dentists and mental health professionals. In addition to liability defense, Sam’s health law practice also encompasses business and transactional advice to provider organizations in matters ranging from mergers and buyouts to licensing and credentialing disputes.
Oral Surgery & Dental Malpractice Specialization
The defense of oral surgeons and maxillofacial surgeons through OMSNIC, the profession’s national insuring organization, has been part of Sam’s practice for more than two decades, and he has received numerous awards for defense of oral surgeons in Wisconsin.
Sam has represented government entities and their subdivisions, including water utilities, school districts, counties and municipalities .He also has extensive experience is defending governmental entities on USC section 1983 cases, particularly alleged deliberate indifference in providing institutional health care.
Pharmaceuticals & Medical Devices
Sam has defended cases relating to pharmaceuticals and medical devices causing personal injury and death, including fentanyl patch, phentermine hydrochloride, coumadin, Lovenox®, diethylstilbestrol (DES) and other drugs. In addition, he has been involved latex glove, prosthetic joint and other medical device defense.
